What is PGS15?
PGS15 (Publicatiereeks Gevaarlijke Stoffen 15) is the directive for the storage of packaged hazardous substances. The directive is not a law or mandatory rule, but contains rules that achieve an acceptable level of protection for humans and the environment. Deviating from the directive is permitted, provided that equivalent protection is demonstrably achieved.
Another level of safety is possible, provided there are good reasons for it. In other words: deviation can be justified on a reasoned basis. That makes PGS15 in practice a customized solution.

Our approach

01
Advice on development
When designing a new storage facility for hazardous materials, we start by thinking from the drawing board. We help you realize a storage facility that complies with PGS15 or consciously and motivated deviates where that makes sense.
-
02
Inspection against directive and permit
We inspect your existing storage against both PGS15 and the requirements of your permit. The result is a clear picture of what is working well and what needs improvement.
-
03
Guidance improves the treatment process
If adjustments are needed, we guide the improvement process so that the storage complies with the regulations. Practically, with attention to what is feasible in your situation.
-
04
Practical solutions and consultation with the competent authority
Not every situation fits the standard model of PGS15. We work with you to address motivated variations and discuss them with the competent authority, so that you receive a workable and accepted solution.
Frequently asked questions
Questions about this subject
Is PGS15 legally required?
No, PGS15 itself is a guideline, not a law. But the guideline is often prescribed in permits or used as a framework for review by the competent authority. In practice, you therefore have to comply with it, or be able to demonstrate a motivated equivalent solution.
Can I deviate from PGS15?
Yes, provided you can demonstrate that an equivalent level of protection is achieved or that there are good reasons for a different level of safety. We can help you formulate the motivation and discuss it with the competent authority.
How often should I have my PGS15 storage inspected?
The frequency depends on your license and the inspection programs of the competent authority. In practice, a periodic internal audit (for example, annually) plus a more thorough external audit every few years is common.
